The rules say the heroes draw 1 card per player, plus 1. While this makes sense on the surface it seems unfair on smaller groups.

Firstly, the smaller group has less money. So there is a likelihood they won't even draw anything they can afford. The bigger group has more gold AND more chance to draw a range of item values so they can at least afford something.

Second, the smaller group has less items it wants. For example 4 heroes would probably find use for any item you draw, the only question being whether it's worth the gold or not, then prioritising between those items. But for a smaller group, say Warrior & Disciple, if they draw runes and bows these are probably of less use. The group has more specific needs.

So, how many people actually stick to this rule? Or do a lot of groups house rule that everyone gets to draw 5 items?

I like the element of randomness in shopping, it means they cannot just buy the ideal items immediately, and may need to adapt their strategy a little to what is available. So it encourages variety and judgement. But I think 3 items is not much to choose from for 2 heroes, and could be another reason why the heroes struggled in our group.
