From everything Ivew read th Rumor system introduced in LotW and continued in other expansion is kind of a failure, since there is very little strategic reason for the OL to play these quests.Has anyone designed a good fix for this? Perhaps having the rumor quests public and allowing both the heroes and OL choose to do one?
