I use a PC, an android phone and an iPad

If I buy RtL IAP content, such as "The delve", for ipad, will I only be able to use it in the tablet? Or is there some "FFG account" associated that allows it to be used in android and PC too?

I use all three (PC, phone & ipad) a lot.
