Magic Staff

Surge : Deal 1 damage to another monster within 3 spaces of the target.

How do you guys read this? Is it one damage to the original target AND one more damage to another monster? Or is it just one damage total, that is applied to one other monster w/in 3 spaces?

I think its one damage each but I'm not sure.
